Human Resources Technician I/II (Benefits)

Escondido. We have an opening for the position of Human
Resources Technician I/II in our Human Resources Department/Benefits
Division.
Key responsibilities include:
■ Provides
information and general assistance to City employees regarding
benefits, policies, and procedures; assists in resolving routine
problems or complaints;
■ Performs a
variety of duties in support of the day-to-day administration of the
City’s various employee benefit plans and programs including
flexible benefits programs, retirement plans, deferred compensation
programs, group life, health, disability insurance programs, and
negotiated benefits;
■ Assists in
the administration of the City’s insurance programs including
benefit billings, retirement programs, yearly open enrollment
process; acts as liaison between employees and insurance carriers;
administers and monitors COBRA and disability benefits;
■ Provides new
employees with hiring and benefits paperwork and explains coverage
and programs; processes appropriate forms and coordinates activities
with related departments and/or outside agencies;
■ Serves as
point of contact for monitoring and performing corrections to the
department’s computer system; inputs and revises data; maintains
databases and tables.
The ideal candidate for this position will:
■
Maintain accurate and complete employee benefit
records, as well as exercise good judgment and maintain
confidentiality in maintaining critical and sensitive information,
records, and reports;
■ Establish
and maintain effective working relationships with those contacted in
the course of work;
■ Work under
steady pressure with frequent interruptions and a high degree of
public contact by phone or in person.
Minimum requirements:
■
Have equivalent to the completion of twelfth
grade supplemented by college level course work in human resources,
business administration, or a related field;
■ Technician
I: One year of responsible clerical and technical experience in
support of a Human Resources/Benefits program;
■ Technician
II: Two years of increasingly responsible technical, administrative
and advanced level clerical experience;
■ Provide a
certificate issued within the past six months certifying ability to
type or keyboard at a rate of 45 net words per minute.
Certificate must be submitted with application to the Human Resources
Office. Internet typing certificates will not be accepted.
NOTE: For a

The City of
Unclassified Clerical/Technical employees currently
participate in a furlough program to help reduce the budget deficit,
resulting in a salary reduction of 5% per pay period.
Salary Range:
Technician I: $3,286 - $3,994; Technician II: $3,627 - $4,409 per
month, (monthly salary does not reflect the pay reduction due to the
above mentioned furlough), plus an outstanding benefits package.
Benefits may vary by bargaining unit or group, but all regular
employees receive the following generous benefit package:

responsibility in the Annual Benefits Open Enrollment
Process.
- The City uses PeopleSoft 9.1 (Base
Benefits) for its Benefits Administration. Please describe
your experience with PeopleSoft or alternate HRIS system.
- Describe your experience with
administering STD/LTD claims as well as any interface with
FMLA/CFRA/PDL and ADA.
- Describe your experience working with
monthly insurance carrier invoices, including which
insurance companies and your level of responsibility.
Please also indicate if you have administered COBRA.
- Indicate your level of responsibility in administering defined benefit and contributions plans.
